Processing a retirement or requesting a benefit from public Social Security services has become an obstacle course for most citizens. Making an appointment in advance is practically impossible and many people are choosing to do so in provinces other than their own or going to private agencies to which they have to pay for these services. The digitalization process of the public administration is advancing by leaps and bounds, but not at the same time as the adaptation of the population with a high digital gap that has worsened as a result of the pandemic and the increase in teleworking. Added to this is the increasingly reduced workforce and the closure of centers that is leading to the “collapse” of this public service guaranteed by article 41 of the Constitution. This is reflected in a study prepared by CCOO that warns of the serious situation that the Social Security workforce is going through with the consequent harm to citizens. From 2009 to 2021, 6,316 personnel have retired.
The total workforce. This represents a fifth of the workers who provided these services years ago. The downward trend “is not only maintained, but is getting worse,” warns CCOO. SOCIAL SECURITY TEMPLATE TABLE -Graphic: If this trend continues, public employees will retire in the next years, 1 in every 3, 28.25% of the current workforce. If nothing is done, an additional Costa Rica WhatsApp Number would retire in the next 10 years; that is, 64.33%, almost two thirds of the current workforce, 2 out of every 3. The situation would already be unsustainable if we take the next 15 years as a reference , with an additional reduction due to retirement of 16.93% and a total sum of 81.26% of the current workforce. Only 20% of civil servants would remain in Social Security. Of the set of Social Security Management Entities and Common Services studied, of the Social Security jobs that should be occupied (30,200 civil servants and 1,566 labor personnel), only 24,298 positions are occupied (23,059 personnel.
Spain is constituted as a democratic and social State of Law, whose form is that of a parliamentary Monarchy. Leaving for the moment and for another day what is democratic and social, it is clear that we are in a monarchy and not only because the Constitution says so but because, in the face of British discretion, the Emeritus is responsible for reminding us of it at every step. But what is really important is that we do not have a presidential regime but a parliamentary one, which implies that popular sovereignty lies in Parliament. In other words, it holds decision-making primacy. The direction of domestic and foreign policy, in accordance with art. 97 of the EC, corresponds to the Government, as a collegiate body, not to the President of the Government. And therein lies the second lie. The President of the Government has the powers of art.
